Born in Mogadishu on 9 January 1984, Dr. Guled Salah has become known as one of Somalia’s most forward-thinking leaders—a scholar, reformer, and advocate of good governance whose career bridges public service, academia, and civic transformation.
Educated in Somalia and outside the country, Dr. Guled holds a Ph.D. in Peace, Governance, and Development from the United Nations University for Peace, a credential that outlines his lifelong commitment to nation-building through dialogue, inclusivity, and evidence-based leadership.
From 2019 to 2022, Dr. Guled served as Chairman of the Puntland Transitional Electoral Commission (TPEC), where he presided over the state’s first free and fair local elections in over fifty years. His stewardship marked a turning point in Puntland’s democratic history, reaffirming the people’s right to choose their leaders through transparent and credible processes.
Earlier, as Founder and Executive Director of the SIDRA Institute (2015–2019), Dr. Guled established one of Somalia’s most respected think tanks—recognized for pioneering policy analysis and governance research that informed national and regional development strategies. His tenure as Minister of Environment, Wildlife, and Tourism (2014–2015) underscored his environmental advocacy and his commitment to sustainable resource management.
Before his ministerial role, Dr. Guled worked with the United Nations Development Programme (UNDP) Somalia (2009–2014), focusing on human development and local governance, and lectured at East Africa University, shaping a new generation of Somali thinkers. His early professional years at Puntland Petroleum Company (2004) grounded him in financial management and organizational leadership.
Currently, Dr. Guled Salah stands at the forefront of Puntland’s political renewal. His “Vision for Change” (2024–2028) campaign centers on five pillars—inclusive politics, good governance, sustainable peace, economic growth, and improved social services. His message resonates with a nation eager for pragmatic leadership rooted in integrity and reform.
