Safeguarding Fisheries and Maritime Security
The Ministry of Fisheries and Marine Resources is closely monitoring the recent increase in piracy incidents along Puntland’s coastline and surrounding waters. The Government of Puntland has intensified security and maritime enforcement operations to address this threat.
Preliminary information available to the Puntland authorities indicates that external actors may be seeking to exploit and reactivate individuals and networks previously associated with piracy, including through financial inducements, with the intention of undermining Puntland’s security, reputation and diverting attention from ongoing efforts to eradicate terrorism activities. Puntland security and maritime enforcement agencies are actively investigating these indications and will take appropriate action against any individuals or networks found to be involved in maritime insecurity.
Puntland remains fully committed to combating piracy and dismantling the criminal networks that facilitate, finance or benefit from it. Puntland security and maritime enforcement agencies have been instructed to take coordinated and decisive measures to disrupt and deter these criminal networks and bring those responsible to justice.
The Ministry of Fisheries and Marine Resources, particularly appeals to shipowners, operators, insurers and other parties whose vessels may be seized or held by pirates not to negotiate directly with pirate groups and make ransom payments. Such payments provide these criminal networks with the resources and incentives to continue their activities and risk encouraging the emergence of additional piracy groups that could further exacerbate maritime insecurity.
Affected shipowners and relevant international partners are strongly encouraged to coordinate with the Puntland authorities so that such incidents can be addressed through appropriate security and law enforcement channels.
